Allen and Melody discuss with guests Richard Louis III and Tommie Baines trends and factors that contribute to juvenile delinquency (youth that may have mental health and substance abuse issues). They will share with listeners the results of recent national research conducted by OPEN MINDS regarding the shift of county juvenile justice systems towards community-based treatment alternatives as opposed to detention and residential treatment programs due to state and county budget deficits. Central to this topic are the pros and cons of these national trends and the long-term local implications on the Los Angeles County Justice Departments.
