ABOUT RICHARD LOUIS III

Richard Louis, III, is a Senior Associate, with OPEN MINDS, a national market research and management consulting firm specializing in the mental health, addictions, social services, disability support, and related public health sectors of the health and human service field.

As a former Assistant Director of the San Bernardino County Department of Behavioral Health he has over 20 years as an administrator in private sector behavioral healthcare. Mr. Louis is currently a volunteer police officer with the City of Monterey Park Police Department in East Los Angeles where he holds the rank of captain, assigned to the Department’s Gang Enforcement.

ABOUT TOMMIE BAINES

Tommie Baines is a Deputy Probation Officer from Los Angeles County who has worked with youth and families for over 25 years.  In addition to his field work with juveniles, he has served the Department as a therapist, and later as an analyst with responsibility for program development, grant writing, and strategic planning.

Currently, Tommie is a member of the Youth Resource Team in the City of Santa Monica and he consults regularly with administrators from a variety of agencies on issues with youth and the justice system, as well as planning and grant writing assistance.
